El agua no se puede considerar como terreno.
Sigo sin ver de donde deduces eso.

En ningún momento en todas las reglas se distingue el agua como un tipo de terreno con un tratamiento diferente al de los demás terrenos.
¿Entonces, de donde sale tu interpretación, en qué te basas para decir que el agua no se puede considerar un terreno?
