"If you go to ADG's website, you can see a very recent (not final) version of the rules. The core rules (movement, combat, supply etc) are slightly tweaked. Bigger changes to US entry (more options for both sides). And of course, updated to incorporate various expansions that have come out since the previous version of WIF was published, so (again) the rules are all in one place. The distribution of values for US entry chits has been altered - fewer zeros, for one thing so lower odds of a US player having to wait to 1943 to join the war (yes, that happened to me at WIFCON once; no I'm not bitter).
The maps are fairly different - at a glance, very similar but some changes including an artwork. For starters, the off-map hexes have been completely revamped and really improved IMO. The main maps have been tweaked a bit. For one thing, the E Europe map goes deeper into Russia; Kuybyshev is now on the Europe map, not Asian. Some cities have been added like Cebu in the Philippines and Portsmouth (a city and a port no) in Britain (and some lost; alas, Blagovyeshchensk, we barely knew ye; Brest-Litovsk also bites the dust). Some lines added to help clarify exactly where some territories begin and end (especially in Pacific). The maps also (as did Patton in Flames) include the boundaries for post-war games for places like Pakistan and Israel. Some dots added to make it clear where sea areas on the Americas minimap connect to the W Europe and Pacific maps, which are nice. Some of the sea areas have been changed a bit, too - notably in the Mediterranean, where now the Western and Eastern Med both touch upon Sicily.
Some revised artwork on counters, especially ships and planes, too."
