The official blurb (still) reads:
High Frontier Interstellar, (estimated availability Oct 2012, preorders in July) is a boxed expansion to both the first and second editions of High Frontier. It includes all the elements of the first edition expansion (now out of print), but adds the following maps, cards, and playing pieces:
New!: Wooden cylinders represent Bernal space colonies,
New!: Transhuman crew cards.
New!: Small and large cubes represent 3-D printer factories and superfreighters.
New!: Thruster cards represent gigawatt rockets and terawatt starships.
New!: Starmap of some of the star systems to the galactic south of Sol.
New!: Radiator, Generator support cards, plus 2nd edition support cards.
Plus!: The 2nd edition expansion map upgraded all the way out to the EM sunlens point at 550 AU.
This would imply that this contains all of the Expansion, plus a board the size of the poster map (the Expansion board "only" runs up to Saturn).
Whether the interstellar travel (there's a map on the Yahoo group) and Transhuman story elements just add to the main game, or whether they form an alternative scenario/game using many of the same concepts I have no idea.
Clearly, if Interstellar *doesn't* include the original Expansion, then this needs to be put back into print, one way or another - I imagine that the components will therefore be made available in some form.
